The
Road to The
Harari International Congress in
Diaspora (HICD)
As a follow up to our previous
announcement on the road to establish the Congress, we first
would like to thank you for the overwhelming support and encouraging
messages you have sent through the Pal talk forum.
Our Afochas, as long as we
have existed, have played significant roles in keeping us together
and strong. We value their contributions in holding our society
together and we sincerely believe and understand their importance
within our communities, especially in Diaspora. It is with this
deep respect that we have formally invited all our Afochas in
Diaspora to join us hand-in hand to mobilize our membership registration
drive to the maximum.
We have acknowledged our 16
(Listed below) electoral states/provinces/cities on the basis
of areas where Hararies are heavily populated, by which
a total of 2-3 more volunteers will be recruited from all identified
16 electoral areas, bringing the total number of volunteers,
including the existing 10 volunteers, to as many as 55. These
volunteers will serve as temporary coordinators and will be allowed
to recruit more volunteers (as necessary) to coordinate the Registration
Process and compile the voting list by February 28, 2008.
The volunteers will meet regularly,
in private, every Sunday and Wednesday to discuss and develop
Election Board Guideline and will continue to communicate with
Afochas and other Harari parties. Upon completion of the election
process, the volunteer group will dissolve and hand over all
matters concerning “The Congress” to the newly elected
officials.
We have also strengthened
our Volunteer Coordinating core team by recruiting
more dedicated Hararies. The volunteers recruited represent most
of the 16 electoral areas to assist in representation and coverage.
These volunteers will lead the group in working on the details
of our road-map up to the realization of our vision of establishing
our first Harari Congress in Diaspora.
Consistent with our objectives of utilizing our Harari resources
efficiently, a group of IT experts have been recruited and have
begun the daunting tasks of setting up the Congress’s web
site and the on-line Electronic Registration system within the
shortest time possible, which they will present to the volunteers.
Dear Brothers and Sisters
Effective December 23, 2007, we will launch our membership registration
drive in all identified States/provinces/cities, which will end
February 28, 2007.
- Each electoral state/province/city will form its own Local
HICD Chapter.
- Each Local Chapter will then elect its Board of Governors/Executive
body.
- Each Local Chapter Board of Governors/Executives will appoint
its representatives to “The Congress” as stipulated
in the guideline.
- The volunteer group will propose and draft the by-law for "The
Congress."
- Upon completion of local
elections and after the formation of HICD, the volunteer group
will hand over all matters of concern to the elected officials
of “The Congress”.
- “The Congress” will
begin the process of drafting the Constitution and will release
it to the public for consultation and revisions.
- The Congress will ratify
the Constitution after reviewing and make all the necessary
amendments and rephrasing and/or deleting parts of the drafted
Constitution.
- "The Congress" will
be inaugurated and convene its First Official Duty during
the first week of July 2008 at the annual Harari cultural and
sports gathering.
Standing on the principle
of visibility and transparency, we envision a Congress that is
inclusive and effective. In order to do so, we have started to
architect the framework by which we will build this strong International
congress. Below is the list of Electoral States/Provinces/Cities
